Jul 12th: Its my Birthday

Aug 2: Qualified to write mains again
Aug 8: went back to delhi.
Aug 13: Convocation at IIT Delhi. But did not go to the address (kiran majumdar shah)
Aug 16: Sent the Mains Application form
Aug 28: Joined General Studies(mains) at Srirams coaching center, Delhi.


Setp Ist Week : My brother joined into MS Ramaiah institute of Advanced studes in the course M.Tech (Embedded Systems)
Sept 23: Written some mock tests in Geography.
Sept 25: Got some problem with Eye.. later got viral fever..
Sept 28: Boarded train for AP.
Sept 25-oct 8: Malaria and Typhoid .. Bed-Ridden for 10 days .. crucial time lost

oct 19-oct 29: Mains Examination. All Ist papers went pretty well. but 2nd papers screwed me..
mathematics IInd paper - dint solve 1.5 question ( so expecting score as last time)
29 Geography IInd paper - Question paper was pretty general (so dont know whether i written well or not)
19 GS IInd paper - very difficult ( so expecting a reasonable score )



Nov1- Nov 13 : Spend time with my family.. that includes 2 or 3 days stay @ Ganapavaram , my 2nd Grand ma's place.
Nov13-Dec 13: Rocks big time.. I have not even touched my books.. vacillated for some time whether to take up job or not. spend some quality time with friends.. infact almost visited all of my friends in Hyd..

International Relations today

Good bye to MTech @ IITD

I have finally finished with my M.Tech work at IIT Delhi.. I am happy for completing it this faster. I have been really looking after for this day atleast from the last one year.. :-) The last week was really hectic because of project thesis writing , finishing touchs to the project work and defending the thesis work. etc work.. Thank god, I have finished the work satisfactorily to my professor Mr. Naveen Garg.. A really nice one to work with.. ( Nenu ikkada evariki soap veyyadam ledu.. :-) ).. Hmm But the last two days are really worst because of the beaurocracy over here. I was happened to meet atleast 10 people to get no dues forms signed, and almost all of them accepted and signed my forms without even looking at my face .. :-) .. This is the thing, which I dont like about beaurocracy.. Even though, there are lot of people are there to be vigilant, no body cares about the job at their hand.. :-).. I dont think any of this signatures are necessary... They are just waste of time.. But I need to waste one more day in doing that.. Otherwise, I would not get my degree certificate.. So better I do it tomorrow... Adi andi sangati, May be tomorrow will be one of my final days @ IIT Delhi.. chalo then Good night. yours truely, sitharamaraju

PelliPusthakam

This is the time for movies.. I am not able to find watch new movies.. so I watched this "pelli pusthakam", one of my all time favourites. I really like the quotations that Rajendraprasad uses in that movie.. Whenever I hear them, I plan to write them over some place.. Hi all, Chalo then , I would start introducing myself and my family only.. Maa father peru : Kakumanu Sambasivarao. [mashtaru garu] Maa mother peru: Ramanjana Devi Prastutam permanent Residence: Opp. Mandal Office , Santhamagulur Occupation : Official ga Teacher garu and Unofficial ga ithe money lender ga famous [otherwise maa iddarini chadivinchadam konchem kashtame mari .. ] So Santhamagulur and Ballikurava mandallallo baaga famous.. manchi administrator gaa peru.. And even Narasarao pet and Guntur corporate colleges tho chala manchi parichayam undi. That is about my father.. And one more thing , maa district lo manchi chess player ani kooda peru undi.. I still remember he winning some of the distict level tournaments [in my class 7th or so.. ]. So chess adatam aayana hobby. His strengths being disciplined,simplicity , frankness , analysis of other strengths and Organization skills. Hmm and about weaknesses, short tempered and edina tappu jarigithe ala tittestaru evarina ani choosukokunda.. [chala sarlu anavasaramgaa naa tappu lekunda bali ayipoyanu.. ofcourse maa mother inka pedda bakra.. ] And short term goals, memu iddaram tondaraga settle aithe manchi illu kattukoni naa daggariki vachcheyyadam.. Kya Hora Raha Hi!!

Hi all !! I have been busy with the lot of things after I wrote some thing on this blog last time. Hmm I have finished my MTech course work in CSE Dept,IIT Delhi.. I got 8.75/10 SG this semester. But yet to finish with my Thesis work. I have done quite a bit of work about my project. But I am about to start my Thesis writing in an hour or so. Before that, I have written my Prelims exam also quite well. I will qualify this time t00, most certainly. I am expecting to get 70+/100 in Mathematics and about 95+ / 150 in General Studies. So its time to prepare for the Big hurdle, Mains again. Lets hope for the best.. :-) I am planing to defer my joining date on medical grounds. Lets hope they will allow me to do so. But I prefer to finish lot of things before I leave for AP on 5th,June by Sampark Express. Hmm sare.. Will talk to you later.. yours truely, sitharamaraju

And in GS-II , I dont know where I have made the mistake, this is the worst part about this result in GS-II. I have written atleast 35 2-markers correctly. And done almost all of the statics portion.. still I just made 127 only. This is a bit shocking for me.. And all other papers marks are more or less as expected. But it definitely pointed me out a lot of errors that i have made lost time.. well lets do the error - correction work for the next time.. :-) .. ok ppl .. bye for now..

Minimum physial standards for IPS

Dear Friends, Many friends have asked about the minimum Physical standards for IPS. I am giving these here. The physical standards are important for the job profile and the rigorous training at the NPA, which includes weekly run for 10 k.m. in 60 minutes, route march for 25 k.m. UAC, Horse riding, rock climbing, assault course, PT obstacles, rope climbing etc. I shall give a detailed a/c of this sometime. Services are divided into technical and non-technical. Technical services are IRTS, IPS, DANI PS, CISF, RPF & other Police organisation. The Medical standards for Technical Services are stringent. For IPS- Height – Male 165 cm Pahari Male (general also) & ST (not the SC/ OBC) – 160 cm Female 150 cm Pahari Female (general also) & ST (not SC/ OBC)- 145 cm Chest – Male Minimum 84 cm. Expansion 5 cm. Female Min 79 cm expansion 5 cm. (Those can’t expand the chest go to next service. If expansion is less during 1st Medical, i.e. just after interview; during second Medical, i.e. after the result, or appeal, expansion can be shown.) Many people fail in this test of chest expansion. (I know some people who have cleared this exam during the second Medical Test, i.e. after the Medical Exam conducted after the declaration of Final result) Eye sight – 6/6 or 6/9 distant vision for good eye. 6/12 or 6/9 for worst eye. Near vision J 1 for good eye. J2 for worst eye. The correction is by lenses only. High standard for the Colour-blind test. No inherent night blindness. Vision should stereoscopic. Blood pressure (High) – Age 23 – 123, age 24 – 124, age 25 –122, age 28 – 124, age 30 –125, age 32 – 126, age 34 – 127. Ladies should not be pregnant at the time of Medical Test. Ear- good listening & normal ear cavity. 1000 to 4000 frequency hearing impairment shd not be more than 30 decibels. Nasal- candidate should not stammer while speaking. Now the answer to one question which many people have asked- Shall I face any difficulty in OUTDOORS at the National Police Academy, due to my advanced age? I was not active in past; shall I face difficulty in outdoors? Ans- The Medical Standards are meant to ensure that you shall be able to do the outdoors. But some people face difficulty in outdoors. I know a person from Army background underwent knee surgery (to cure cracked plate) due to extra ordinary strain in outdoors. The bone injuries are common to those who do not have enough flexibility. Whatever your age be, do this flexibility test. Stand erect. Stretch your palms. Now try to touch your toes without bending your knees. (Remember, the knee should be directed backwards). If you could touch the toe, you are flexible. More the distance between your toe and palm, more difficult the outdoors for you!!!) With best wishes Satish

UPSC results are out, After lot of waiting and full of expectations , I am not able to qualify for the interview level in Civils ( Mains ) ,2004 in my first attempt. So things are looking bleak now.. so should reorganize myself and start preparing for next prelims examination again.. I am in sort of Big trouble telling others about my result.. Everybody is thinking I am just kidding .. but the saddest part is I dint get through. How good it would have been , had I been through ?? :-).. Anyways, there always be the next time for everything. Lots of Waiting 4 Mains Results

Hi !! I have been waiting for mains results from 7th of this month. I guess I dint felt this much pressure even i am writing examinations also. Many of my friends asked me about the results both at IIT , IIIT and Coaching center. This makes feel good about me. As so many people concerned about my results and success. But at the same time, I am feeling pressure of their concern.. When ever I call up home, my parents tell me not to worry about the result and to keep look forward for other things like next prelims and interview. But he himself calls up and enquire about the result every day .. ;) So The whole of last week has been spent waiting for the results. I have hardly done anything except
  • Watching some very good movies,
  • Some magazines about current affairs,
  • some part of Interview preperation.
And If I look back , I have the feeling that I prefer to concentrate and focus on my preperation and project work a lot more than I am doing write now. I am sure this is a very critical juncture for my family as on 15 th this month, both my mains and my brother's GATE results are expected. Lets hope for the best.. ( I am not acting shrewed enough here as I am not preparing for my worst cases ). :-) So from 15th march, I would be very busy doing preperation for something (either interview or the 2005 prelims) .. So thank god I would be doing something rather than waiting for some thing... My roomie "Sudha" is working very hard for his prelims.. I will join him this week in case i dint get through mains for Interview. Otherwise I would join him in the next month. Ok then .. Lets wait for the results till then. Yours truely, sitharamaraju

Cadre Matters

You might be remembering that in my previous few mails, I had written about the IPS & then about cadre allocation. Today I am sending last two mails in this series. The Civil Service (Main) examination result is coming soon. Some of you will get through. Therefore, I shall be writing on few topics of National importance, keeping in mind the requirement of interview.

Focus of these topics shall be mainly the security scenario in the country, such as Naxalite Problem, Terrorism in Kashmir, Insurgency in the North East, LTTE, Army & common people, communal riots, disaster management and any topic that will come out of discussion.

Now I shall come to the main topic. First recapitulate what I mailed in past.

Cadre allocation is done as per D. O. no. 13012/5/84- AIS (I) dated 30/31 May 1985 which is available on persmin.nic.in In any cadre sequence of allocation is outsider, outsider, insider, outsider, outsider, insider…… There is reservation for SC/ ST/ OBC/ General categories within this sequence. There are 4 groups of cadres namely.

i. Andhra, Assam+ Meghalaya, Bihar, Chhattisgarh, Gujarat ii. Haryana, Himachal, J & K, Jharkhand, Karnataka, Kerala, MP. iii. Maharashtra, Manipur + Tripura, Nagaland, Orissa, Punjab, Rajasthan, Sikkim. iv. Tamilnadu, AGMUT, Uttaranchal, UP, West Bengal

Each year allocation begins from next group. For CSE 2002 allocation began from Maharashtra, CSE 2003 began from Tamilnadu. This year it will begin from Andhra Pradesh. That means if the topper does not get his home cadre, he may get AP or Assam – Meghalaya.

The candidates have many a times disputed the allocation of cadre. Some have filed cases in the courts. Mr. Praveen Kumar of 54th batch (CSE 2000) was allotted the Uttaranchal cadre. He contested that it was he who should have got the UP as insider, and not Mr. Ashutosh. The honourable Supreme Court, in Nov 2004, in “Union of India vs. Praveen Kumar” case has given a verdict in favour of Mr. Praveen Kumar, who is now ASP Allahabad. After this brief recapitulation, let us discuss something more, why cadre matters..

Theoratically speaking all the cadres are important and an All India service officer is liable to serve in anywhere, and he is also called on for the central Govt. Deputation. But factually an AIS officer spends a major part of his career in the cadre allotted to him.

1. The pay scales of the AIS officers are determined by the Centre. But some of the allowances, facilities, depend upon the cadre. 2. All know that the working culture depends upon local socio, economic and political conditions. 3. Some cadres are more deficit than others. It means a There might be more allocation to these cadres. b. Officers may get faster state promotions. For instance in Orissa, 54th batch Officers (CSE 2000) have become the SPs of the Districts (of course the smaller districts) c. After marriage with another AIS officer the Govt. may allot both a deficit common cadre. (remember one can’t get home cadre even if he/ she marriage an AIS officer, say if wife belongs to Maharashtra cadre and Husband to Nagland cadre, and say the husband belongs to Maharashtra, the wife shall get Nagaland or both may get say Orissa) d. An officer may find difficult to go on Central deputation due to shortage of officers in his/ her cadre.

Some cadres like Nagaland, J & K, Orissa, Kerala are most deficit cadres in IPS. You might be wondering, as to why these are deficit? Reasons might be · Most officers from Northeast, J & K get married with other cadre officers. · Orissa has 32 Police districts; 15 years ago there were only 13 districts. · Orissa and Kerala do not recruit direct Dy. Superintendents of Police.

4. Some cadres have less promotee officers compared to direct recruits; hence there might be situation of lesser competition for posts of greater responsibility. Orissa, Kerala, Uttaranchal, Rajasthan have less promotee officers compared to direct recruit officers.

5. The cadres differ in population composition, and the other geographical factors. In Bihar an IPS officer serves 5,64,615 persons. Bihar is followed by Maharashtra, UP, Rajasthan, Gujarat & AP. On the other hand an IPS officer in Sikkim serves 20,802 persons. Similar is the situation of Nagaland, Manipur – Tripura, Himachal Pradesh, and J & K.

Interview A Great March Forward

I have picked this up from IAS_2003 yahoo group.. Where an IPS officer Satish had given us some of the tips for interview preperation .. In few days the results for the Civil Service Main Examination shall be out. As promised I am starting the series of articles on the preparation aspect. My endeavour is to tell you certain things from the perspective of a serving civil servant and a person who has faced the various interview boards, including the UPSC board two times. I shall be eager for your response. Similarly, please tell me about your own experience. Many of the successful candidates in mains join various interview coaching centres. Some coaching institutes are very good. Here candidates know many aspects of preparation including the grooming part. They also help to revise the current affairs. So I need not touch upon these things. I would like to tell you only one thing. In democracy, bureaucracy functions within the set norms of Constitutional Polity. The Constitution of India is the Bible of an administrator. While functioning within these limits, there are several constraints. Administration is not the simple but extremely complex thing. Many those, outside the administration are not able to appreciate these complexities & constraints. The UPSC interview board consists of such persons who have seen ups and downs in their administrative life. They want to recruit the candidate who can function within the limits set by the Constitution for promotion of Constitutional ideals. At the same time Board is interested to know whether the candidate is capable of grasping the complexity of the situation. Hence the interview. But I do not mean that the all those who possess these abilities shall be selected. What I mean that one has to display these abilities. That is more important. Some even fake these…. I shall quote a small example. One person was taking coaching at one of the prestigious coaching institutes in Delhi. He was knowing English and surfing the Internet for the study material. See how he delivers interview in Hindi. Chairman: - Mr. What kind of hobby you have “Padayatra”? Candidate: - I live in a remote village. Depend upon the agriculture for living. My fields are at a distance from my house. There are no transport means to reach there. I have to visit fields many times. Hence I have developed this hobby of Padyatra. Chairman: - Have you seen a city? Candidate: - Yes, I once came to Delhi for purchasing books and this time I am delivering the interview here. Chairman: - How you feel about Delhi? Candidate: - It very- very big place. Many times bigger than my village. Chairman: - Can you speak English? Candidate: - A little bit, I am learning English. Chairman: - and computers? Candidate: - I have seen computer but never got the opportunity to operate. Hope one day I shall learn that too! Believe friends, this professional God of falsehood, was not only selected but got the service he wanted, due to very high interview score. Why? The board chairman was known to give better marks to people from very rural background. Believe! this man had different strategies for different boards. I do not tell you to speak false before the board. His way is not at all appreciable. But his method is! He delivered what board wanted. You also do this. Start now… Step 1. Read this sentence by Karl Marx, “It not the conscience of the man which determines is social being, but it is the social being of Man, which determines his consciousness!” Read! Now Step 2. Go to UPSC site and check the names of UPSC members. Each member heads a board. Now open some good search engine like, yahoo, google and type his/ her name there. These way, collect information about his background, his views, his thinking etc. Take a notebook and divide it into various sections, precisely 9 sections and jot the information there. Meet some old golds, who know about the boards more, i.e. how they ask the question and what is the marking pattern. Step 3. Take out your mains form. Read every word you wrote there very carefully. This begins from your name, date of birth, school, preferences, hobby and anything you have written there. Now think about the possible question from the angle of each board member and think about the possible good answers! Write these questions and answers in different sections of your notebook. Step 4. Now go to some friend. Ask him to conduct your mock interview. You might be a student of economics but don’t get agitated when “no economics background” friend tries to grill you on economics. In interview board also you may face the same situation. And if you get selected; journalists, politicians, common people, NGOs shall bombard you with such questions. Step 5. After you visit so many friends, and write down the questions against each board member. (There are 4 members besides chairman, but chairman has the primacy). Write the answers you shall give. Friends @ IIT Delhi

When I opted out for IIT Delhi for my destination to do my M.Tech and Civils preperation. I thought 'OMG' two years of hard work .. Will I be able to perserve for that long ?? But as I come here, things are a lot different fortunately for me.. I have joined in ENSEMBLE for Geography preperation on Aug 2nd 2003,.. And joined MTech over here IIT Delhi on July 28th.. Infact , I guess my 2nd class at Delhi is at Ensemble. :-) .. This would not have been possible If I would not met "Venkat". He is my senior here @ IIT.. And he helped me in enquiring about the coaching centers and hell lot of stuff like buying all the necessary things here.. He is a sweet man.. And looked after and guided me in lots of situation over here.. I feel rather lucky to be part of his pals group. "Sudha" -- My girl friend at IIT Delhi. Oopss.. He is my room mate here. Both of us working for the same goal . So we thought it would be better for us to work together and We are sure we have created a lot more through synergey. Most of the part in my success @ Prelims should be given to this guy. I usually draw lot of inspiration from this guy. He is a charming personality. He talks sweet , slow and composed. Never throw emotions.. And If he were a girl, I would have done anything to get her. ;). Every guy / girl from rural should read his biography to know what it takes to be successful .. He is a fighter man.. I am sure I will see him in one of the best positions in Govt. India in the years to come. All the best dude. "Bharadwaj" -- He is my classmate @ MTech Computersciece Dept. One of the coolest guys I have met.. He helped me a lot in completing my assignments, project work at time. I owe you a lot my boy.. You are one of my close pals. he knows lot of things about me. A sensible guy, He placed at "SoftJin" at Bengalore. I guess he will be joining over there as he love Benga and his classmates over there.. Dont ask me whether they are males or females ?? ;) "Jyothi" - one of my sweet friends over here. Man , he is such a charming personality. you can talk with him for hours without looking at your watch.. He is doing his M.Tech from Power Systems.. He is too sweet guy.. but his tagline is "nakesta" quite famous around the MTech Telugu guys over here.. Hey pals.. there are lot others I should mention over here.. Hey !! Today I have recapitulated some of the events in those B.Tech 4 years at IIIT Hyderabad. The days when we played volleyball without going to Govindarajulu sir class, the way he chased and ragged us in the classes [ Hyderabad Sultans, Vijayanagaram Maharajulu ].. The way we used to fight each other for House Games and Batch Cricket matches.. The way we shout each other in the labs when we play "Capture the Flag [CTF - Quake]".. Those "Dumb sharades" with our Kallu gang.. These are some of things which I never gonna forget in my life... Hey here are some of my close friends blogs, so have a look at it.. people say that you can get a person by looking at their friends. so you can try your hand at me .. :D Hari ( http://hari.medhas.org ) Shy, religious but serious fighter. But you can only find him at playgrounds at IIIT.. champion of all games.. rather shy and trustworthy.. May be one of the people who can move across all the groups of my batch without any hesitations. And now working for "Xius Tech". Guys he is their "Best Employee" award holder.... He always amaze me with his organizational skills be it felicity or Vinayakachaviti vratham or anything.. Any place single hand "kalyan- The bomb". I would be surprised if he not move up his corporate ladder in the midterm for the kind of negotiation and presentation skills that he has... Now He might be actually surprising Keane's project managers by his analysis.... Right now, he is too busy to write a blog.. so please bear with him. Organ Transplantation Act - Euthanasia

Organ Transplantation Act (OTA) , People can donate their organs only after their natural death or after their brain dead. But this law came under serious pressure because of "Venkatesh" incident at AP last december, Where he wants to donate his organs before his imminent death. He is a patient of "Muscluar Dystrophia". Its symptoms being paralysis of the organs which starts from the toe and propagate upwards. So as anyways he is going to die.. he wants to donate his other organs which are not being infected.. His and the people who supporting Organ donation in these cases mainly based a) There are a lot of people who are in need of Organs. b) There is no possiblity of the patient being survived using modern medicine, and no possiblity of discovering one. c) It would be better for the victim to die rather than suffer of these diseases. But High Court turned down his petition by saying it is tantamount to suicide and can not be made as a law as the consequences being undesirable. But it suggests that each such case should be verified and approved by a group of doctors and specialists before granting the right of killing himself and donating his/her organs.

My Ramblings about Project and GOA

Hi !! I have done with the Mid-term project presentations just now. Two days and nights , We are successfully done with the Project work. Learnt a lot of new technical things in the past two days. One of them is Latex.. Infact it is one of the effective softwares in Linux in competing with MSoft. Three more hectic months, I will be done with M.Tech, Computer Science at IIT Delhi. Looking forward for the releasing day. Hey ,here is some of my observations about GOA .. Anti-Defection Law : I thought after enacting this, Things would be brighter and stable in the political situation of India. But I got dis-illusioned after the following incidents. Ist , Governer dismissed the BJP Govt after CM proved his majority. :-) . 2nd, Congress able to make one of the BJP MLAs resign ( Who knows how much money interchanged between parties ? How will they are going to earn it back ?? Who will pay for the expenses for the by-election?) 3rd, Where is the punitive punishment for that MLA ?? (Is getting Minsitry a punishment in India ?? )

I have few thoughts how we can make corrections to the situations prevailing. Governers should have no political connections in the past.. And there should be some judicial authority and control over their decisions.. (such as this , But things will become slow).. And for Defections of this sort, Life term ban from politics should be imposed ( is it to harsh ?? No, look at how many people he is betraying by looking for his selfish motives.). And he has to pay for all the expenses of the by-election.

I hope we need to educate people about these things.. But are our Young Indians in a position to observe and respond to these acts of selfishness?? or They themselves making money by working for companies ?? Lets hope and wish for the better things to come. But definitely, Things are moving for the better. Because things can not become any worser than this .. :-) -------- Sitha

India refuses foreign aid for Tsunami relief

I have been wondering from long about the denial of foreign aids for Tsunami relief in India. Here I have found a decent explanation in support of India's decision. Embassy Row: 'Pragmatic decision'

India rejected foreign aid to help with the tsunami disaster because its own relief agencies were capable of rescuing, feeding and clothing the victims, said Indian Ambassador Ronen Sen. Mr. Sen said his government had made a "pragmatic decision" based on past experience with natural disasters. However, the decision met with international criticism. "There was initial incomprehension and even righteous indignation about what was perceived to be an arrogant and insensitive decision by our government to decline intergovernmental or international assistance in coping with the immediate aftermath of the natural disaster," the ambassador wrote in the Indian Embassy's "India Review" magazine.

  • The Indian government's past experiences with natural disasters had showed that "around 90 to 95 percent of relief and rehabilitation work ... was carried out with Indian expertise and resources," he said.
  • India has been overwhelmed in the past with foreign relief donations that officials could not distribute.
  • Indian citizens also contributed generously to the Prime Minister's National Relief Fund, raising $120 million in three weeks.

Mr. Sen added that India wanted to avoid being overrun by foreign relief workers, especially in the hard-hit Nicobar Islands, home to an ancient tribal people. We did not want well-meaning foreign or Indian [nongovernmental organizations] to rush to the Nicobar Islands, which are home to declining and vulnerable tribes whose ways of life have remained unchanged for centuries and millennia, and for whom such humanitarian intrusions could possibly be as traumatic as the tsunami itself," Mr. Sen said. Indian Prime Minister Manmohan Singh did agree last month to accept some financial assistance from the World Bank and the International Monetary Fund. India, which lost about 16,000 people to the Dec. 26 tidal wave that ravaged the coasts of a dozen countries, believed that other nations needed more help."We remain convinced that the immediate needs of our neighbors, particularly Indonesia and Sri Lanka, were greater than ours," the ambassador said. While dealing with its own disaster, India dispatched assistance to Sri Lanka and the Maldives. Fourteen Indian naval vessels and 1,700 Indian relief workers "maintained a continuous flow of assistance to these countries," he said. "I know of no precedent of a country that, while coping on its own with a massive natural disaster, has extended timely and significant assistance to its neighboring countries," Mr. Sen said.
